Definately, and the only reason would be for games, so that answers the
DirectX question.

I'd pay $100 without batting an eyelid (too much).  After all, that's
what a good game will go for.  I'd still consider it if it cost more,
but I wouldn't like it.

Bear in mind, this is a lot more than I'm willing to pay for Win95/98
(where I'm not really prepared to pay anything).
