Well, since you're running Linux, you most probably have PAM already
installed on your system (comes with RH by default, and I think an
optional extra for debian)...

PAM (Pluggable Authentication Modules) has a nice lot of things you can do
with it, including querying a radius server for authentication requests
(for shell logins or ftp etc).

As for running a radius server, why, we can do that as well. Grab the
latest release of Merit Radius and it compiles (mostly cleanly) on Linux,
and Bob's your Aunties live-in lover ;)

PAM - http://www.kernel.org/pub/linux/libs/pam/
Merit - ftp://ftp.merit.edu/radius/

Setting 'em up? thats what the docs are for (main thing to get right are
the shared secrets)
