Under redhat you can run netcfg and and there is a check box in the 
Edit window of the Interfaces screen.

Click the check-box for allow users and there you have it.

There is a program called usernet which allows users to start
up allowed interfaces.  IIRC there is a problem with
it and so check out the Errata on http://www.redhat.com.

I might have a squiz at the ppp startup scripts to work out
where or when the decision to let a user start an interface is made.
