You are 100% correct, I had not tried FTPing OUT from here for a while, it 
suffers the same problem.  Gets to about 20k sent and then goes *SLOW*.
I assume that the ip masq does a bit of buffering? (just stabbing in the 
dark here)
My 2 PCs are using the IP addresses 10.10.10.200 (Linux gateway) and 
10.10.10.201 (Win95/Linux dual boot)

Extract from my rc.local (straight out of the HOWTO iirc)....

# Start up the ip masquerading

/sbin/depmod -a
/sbin/modprobe ip_masq_ftp
/sbin/modprobe ip_masq_irc

/sbin/ipfwadm -F -p deny
/sbin/ipfwadm -F -a m -S 10.10.10.0/24 -D 0.0.0.0/0
