Yes, there is (as is the norm in the *nix world). Iff you're
using pppd, then the solution is /etc/ppp/ip-up --- 'executed when
when the link is available for sending and receiving IP packets'.
The complement, ip-down also exists.
Have a look at pppd(8) for more info.
