[H-SASIG] Wiki is now locked down

Due to repeated and persistent hacking attempts on the Wiki (one every
few seconds now), I've turned off write permission in most of it's
directories, effectively making it read only.

It will have to remain like this until we migrate it to Wheezy.  In the
mean time editing the Wiki will require a Sysadmin to temporarily
restore write permission.
