 I've discussed this with Stephen and Russell and we have agreed that the
 Mercurial repository for all the Humbug config data (i.e., /etc and the
 other config locations) will live in /var/lib/humbug-config which has now
 been created as a place holder.  I will start work on this ticket shortly.
