Comment:

 I added the following line with some explanatory comments) to
 /etc/default/apache2:
 {{{
   ENV="${ENV} LC_TIME=en_AU"
 }}}
 Then I restarted apache and the trac dates were displayed correctly.

 There were some odd errors when I restarted apache. I've captured them and
 will create a new ticket for an apache guru to review.
