[H-SASIG] Trac Configuration Changed to not cc sasig (was Re: [SysAdmin] #14: Email notifications od new tickets not working?)

Okay -- so I think I have got to the bottom of this mystery.

Initial Observations:
- Russell reported seeing all notifications and that they were posted to sasig.
- Brad, Greg, Robert, and myself reported not seeing any notification
for recent tickets.
- Earlier today I created a ticket (#14), saw a notification and
assumed that all was well. But I now believe that no one else saw
anything until I replied to the list. Greg's comment about sysadmin
should have clued me in but didn't.
- Russell created a ticket (#15) stating that Trac was sending to
sysadmin rather than sasig. I saw *NO* notification of this new
ticket. I only became aware because I checked active tickets earlier
tonight.

As a result of Russell's ticket I took a look at the Trac
configuration. Trac configuration made no mention of sysadmin. Trac
configuration did make mention of sasig at lists.humbug.org.au for From
and Reply-To BUT the configuration for always_cc had been dropped at
some point. I believe that this is the root cause of the problem. The
always_cc option is the way I have found to ensure that all ticket
updates get sent on to sasig at lists.humbug.org.au.

I have corrected this in situ and updated Ticket #15.

As near as I can tell, /srv/trac/sysadmin/config is NOT under source control.
