[H-SASIG] trac install on excalibur

Hello all

The trac ticketing system on excalibur can be accessed at
http://trac.humbug.org.au

There's a basic install there at the moment, with a single environment
called 'sysadmin'.

Unless we have a need for the built-in wiki we should probably disable
it- the only thing I'm not sure about is authentication:

  We can't use system passwords because some people may not have them /
people without shell access may still need trac access.
  We don't have a central system such as LDAP, perhaps we should?
  Or we could do something to sync auth with the wiki?

Currently we have a .htpasswd file sitting in /srv/trac/sysadmin, anyone
with sudo access is able to add an account to this file until there is
a better way to do it.

The system should be ready to use, but throw any questions back to the
list here- we have our 'resident experts' that should know far more
about trac than I do :)
