The process for that is to get the LCA2020 treasurer raise the invoice
in Xero, and then create the payment in Westpac.  Since it is over $5K
your treasurer will then have to email to treasuer at linux.org.au (cc'ing
council at linux.org.au as always) giving them the link to the Xero
invoice, and asking the LA Treasurer to organise authorisation of the
Westpac payment.

Just so you are aware, the LA Exec would frown on the LCA 2020
conference director doing this himself as it would mean he isn't
delegating tasks as he should.  Taking on the jobs of both treasurer
and conference director would make it near impossible to do both well.
