Intel's CEO thought so.  He reduced his holding of Intel shares to the
bare minimum required by the company on 2017-11-29:

I feel sorry for the Intel engineers.  This isn't a bug as the hardware
is behaving exactly they intended it to behave.  Speculatively
executing instructionsas while doing the access check in parallel, and
throwing away the results in the unlikely event the check failed must
have seemed like a really cool hack at the time.
