It's like an ssh key - you generate it yourself.
A bitcoin wallet will do that for you. Eg:

The wallet software also lets you generate new bitcoin transactions and
send them for addition to the block chain, and see when a bitcoin
addressed to your public key has been added by the block chain.
Confusingly, since the term "wallet" usually implies something that
stores money, the wallet software does not store bitcoins (for the
obvious reason that there is nothing you could call "a bitcoin", as you
now know). It can secure the private keys you use to sign your bitcoin
transactions.
