Yeah, I know, but then you end up with a 2 tiered approach of submitting
to people who then have to enter the code they like into the repository.
While not impossible, it wasn't the preferred option of many of the
maintainers (esp. Linus) who perceived it as generating extra work for
them.  It certainly didn't offer Linus anything that he felt he needed,
hence the decision.
