Definately. Just approach an exec member at the meeting (there are
usually a couple crowding around the front of the room :)
If the cash box isn't there when you arrive an exec member can grant you

Club policy is that we'll normally allocate 2 IPs to a member to start and
will then allocate on the basis of "you can reasonably demonstrate you can
use them". So if you brought 7 boxes regularly to a meeting we'd give you
7 IPs for use at meetings :)
