Large parts of that are comments; the true size of the file is more
like 7800 bytes. At that size it's smaller than the minimum file size
on some of my filesystems.
People more interested in discussing Emacs than dismissing it
out-of-hand might find it interesting to examine the BBDB; it hooks
into all major Emacs news- and mailreaders, watching in the background
for messages and auto-adjusting a pretty decent address-book database
as it goes.
The LaTeX connection? M-x bbdb-print renders a subset of the address
book (basically anyone for whom you have a phone number or postal
address, by default) into a quite attractive TeX document. I'm busy
filling out mine now for printing before leaving for an overseas
holiday.
