I'm quite happily connecting to UQ with two separate Linux boxes. I
don't use kppp, so I can't comment on that, but it's something which
should work.
Red Hat 7.1's rp3 works quite nicely for me. I believe it authenticates
using PAP or something. Whatever it does, WvDial appears to guess the
appropriate things at the appropriate times.
On a less whizz-bang box, I've used a slightly tweaked version of Robert
Brockway's venerable vppp script for ages and ages now. I'm pretty sure
there's a copy of it somewhere on the UQconnect support pages. I'm not
sure how current it is, but it definitely does work.

Solid advice. It might be a modem init string problem; it might be a
software problem. But you should definitely be able to speak to UQ
using Linux.
