Thanks for the help and info. As has been mentioned in the main thread, the 
policy document has since been amended. Mainstream media and the major parties 
have also commented extensively on this matter throughout the day.

Apologies for bringing up a political topic just before an election. I still 
think discussions on relevant policy issues are appropriate for this list. 
However, I could have done a far better job at setting the tone with my 
original mail. Next time I quote from a party or government policy document, 
I'll put the request for a technical discussion near the top :)
