Whatever 'they' have planned, they've backed off from it for the moment.

While I don't think that any filtering solution proposed by any past, 
present or future Australian government passes the ethical smell test, I 
suspect that HUMBUG is not the right forum to start a flag burning 
discussion.  Perhaps others more in touch with political windmill 
tilting^W^Wrealities can suggest a more appropriate venue.

The reality is that any savvy techie is going to ignore any opt-in 
solution, and work around any opt-out imposition.
