I haven't prodded recycling centres with questions around that
problem, but I tend to think that it is indeed not a good situation.
At the same time, sending hazardous goods directly to landfill because
the alternative isn't much better is a poor plan IMHO. Of course, it
sounds like your local 'dump' isn't just a landfill, so this whole
conversation is becoming somewhat academic.

Agreed. Reuse is higher up the food chain than recycle, and a happy
person is much better than scrapped equipment (:
