Any computer store than allows you to buy the bits and assemble it
yourself will sell it to you without an operating system. Some will
even assemble it for you. Most larger vendors will sell you server
class machines without an operating system.
Examples of stores that sell built it yourself computers in Brisbane
are:

and any number of online only stores as well.
Of those listed above, if you don't fell confident in configuring and
building your own system I'd recommend Game Dude and Computer Alliance.
If you are confident in building your own all are pretty good.
Finally, if you don't care that much about ideological purity over
price, you should check the large online retailers (such as Dell) prices
as well. They will of course include windows, but nonetheless the total
system price may be cheaper than a local computer shop even though it
includes the windows tax.
