I recently moved in this area, and found the cheapest way of getting connected
was to get a naked ADSL service provisioned by one of the companies that will
provision a service without 'replacing' an existing phone line. 

Internode and iiNet are the only two ISPs I find myself able to recommend. It's
much of a muchness between them.

TPG are the lowest cost provider currently available, but will not provision 
a naked service except by replacing an existing, connected, active phone line.
I do not find myself able to recommend them.
