I suggest a variation on the wording which I hope removes any ambiguity:

    h. Only members who are financial at the start of a Special General
        Meeting and who have been financial for at least three months in
        total during the previous three years have voting rights at that
        Special General Meeting.

Note: I added one extra detail that appeals to me. If everybody hates it,
the three years can be extended or removed. I'd like it to stay.
