Although this is correct, it is ancient history now.  I think it's time
to move on.  To me, it seems useful to make plans for how we might
address these issues in the future; but even that is a low priority at
present when there is still a lot to do in order to restore services and
when there are other major tasks on hand (e.g., the LCA bid).
