I think a Code of Conduct (e.g. voluntary-but-nonetheless-good-idea set of
guidelines) for behaviour, in addition to some formal rules (which are, at
the end of the day, "red lines" which mustn't be crossed) might not be a bad
idea.
I would propose a warning system, three strikes and your out. Each

Regardless of whether I agree or not with a "three strikes" policy, it's
clear that some kind of process for dealing with rule-breaking and
anti-social behaviour is necessary. It could be argued, that it's the
Exec's job to handle this.

Nothing wrong with that. Most of us could simply sit at home and do most of
what we do at HUMBUG. I think the social dimension is important.
