[H-GEN] Mintues of meeting re LCA Bid Document

The meeting on IRC on the LCA Bid Document has been held 
and went well, I think.  Thanks to all who contributed.  
In particular Brad Marshal made several good points, and 
in doing so proved it really doesn't matter where you are 
physically situated.

The main resolutions were:

  - The Alternate bid document will be used as the basis
    for the next revisions.  You need to log into view it.

  - Several suggestions were made.  To make suggestions
    edit the document on the Wiki!  If you want to make
    wholesale changes make a copy and change that.

  - At the next meeting we will review all changes and
    decide on the final document.
