Getting a CVS repository up and running is usually no harder than `cvs
init' so I'm sure there's more that you're trying to do.

These days, if you're after a centralised source repository system,
subversion and trac is a good place to start, svnadmin create will
create your repository, trac is a pretty simple to setup.

Overall, a more detailed question will elicit more detailed answers :)
