[H-GEN] LCA Bid Talk

I am planning to give a talk this Saturday on the
Humbug bid for Linux Conference Australia in 2009.
This is subject to the Talks Maintainer's approval.
If I get that and am really lucky the Talks Maintainer
will also update the Humbug Talks Web page to show
it.  The talks page can be found here:

Unless the Talks Maintainer decides otherwise, it
will be at 6PM.  I will cover subjects like:

- What is in the bid, what a bid looks like.
- When it is due.
- Decisions that must be made.
- Work that must be done.
- How I propose we organise ourselves.
- What I have done so far.
- Begging for help.
