You can get a free dns from sitelutions.com
You would need to point your domain to use the backup dns before you
changed isp that way it will be able to use that dns when you go
offline (you could do that by making it the secondary nameserver on
the domain). When you know your new ip you would update the backup dns
to point to the new ip.
Then you can change your local dns to use the new ip and then point
your domains secondary nameserver back to you local dns unless you
wish to keep it as a backup dns.
If you have email then you will also need to think about your mx
records for your mail.
