Because the person who setup the DNS for the address was
ignorant.
With any current DNS software, you can have your DNS server
setup to provide different answers to internal hosts from the
answers provided to the outside world.
The correct solution is to have the internal addresses given out
to internal hosts and for lookups from outside to get failures.
Handing out inaccessible addresses in response to queries is
just wrong.
