Try /etc/bashrc or ~/.bashrc.

/etc/profile and ~/.bash_profile are only invoked if a shell is a "login 
shell".  A login from a text console will be a login shell but an ssh in, 
or opening an xterm will not unless you set it as such (eg, with -l).
