I have to admit no knowledge of debian, but I have seen weird ping times on networks before.

3 other machines?  How many machines are on the LAN, is it just 3 that are weird?  What do they have in common?  Are they all connected to the same switch, same subnet, etc?

One instance I setup a solaris server as default - it decided it was going to be a router for our corporate network.
Ping times and the network slowed down rather quickly...

To help diagnose what is going on, I'd suggest installing a packet sniffer - ethereal (www.ethereal.com), either on another unix/linux box, or a windows box, it does not matter.  (Installing it on the "static" pc would also help)

Turn it on and start watching traffic.  Put the rouge pc to dhcp and see what is "normal" traffic.  Change it to static and see what changes.
