http://www.w3.org/Protocols/rfc2616/rfc2616-sec2.html#sec2 has this to say:

  "literal"
     Quotation marks surround literal text. Unless stated otherwise, the
     text is case-insensitive.

I don't think it's stated otherwise for header fields.
