SquidGuard works quite well for this purpose, just make sure you've 
firewalled the machine from direct web access.  The documentation has an 
example of setting up a whitelist based on IP.

You may want to take into account physical security too, such as 
removing the floppy/CD drives from the boot order.  I'm sure you've 
thought of this though!
