So far I did not obtain to make my project!

Please, they help me! 
I wanted to make with that, the server linux, sends a voice message (WAV), for telephone, when the person to take care of the telephone. For example:

I execute this and make a call:

[root at localhost]> nameprogram numbertocall message.wav
