Remove (and backup) the 'panel.desktop' file as already mentioned AND put a 
link to .../kde/bin/kicker into the .kde/Autostart directory of each user who 
wants the kde panel (kicker).

However, this might not be the most efficient way of doing it but it has been 
successfully tested on kde 3.2.3.
