As usual, it depends.  If you use procmail as your LDA[1], then
no MTA[2] requires a ~/.forward file.  If you allow the MTA to
handle local delivery (in my opinion, usually a better option),
then you'll need something to tell it what to do.  For sendmail,
that's ~/.forward; for qmail, it's ~/.qmail; for others, it's in
the manual.
