Regular use of chmod does not make anybody an expert in Unix
permissions, so it's quite on the cards that things are not set
as you think.  However, given that apache has a vast swamp of
its own access controls, I'd be inclined to suspect that your
error is quite likely in there.

I'd suggest that you turn on every bit of apache logging that
you can find; that you study all the logs while attempting to do
stuff; and that you read the apache documentation carefully for
whatever apache version you're using to ensure that you are both
aware of all the controls that apply and that you understand the
ones that have been setup.
