Try a telnet directly to the port, i.e telnet www.qfm.org.au 80.  Also, what
are your proxy settings, if they are set in the environment (http_proxy),
they could be incorrect, and the proxy is giving the 0 sized reply rather
than the website.

My money is on ether the web server or someone somewhere is
filtering/fscking_with (cache maybe) web traffic here and there. Is there
another web site on rackshack you can try? Is the site a virtual server,
maybe you can try accessing the IP or a known file on the site (ie full URL
to file).
