Sendmail is configured to start just queuing messages at a
certain load, and then start refusing connections entirely at
another (higher) load.
The sendmail.cf config is:
O QueueLA=8
O RefuseLA=12
You can change the load that these things happen at easily,
but your best bet would be to find out what is causing the
high load at that particular time.
