I would think you'd be wanting more of a Blind Carbon Copy (BCC) than an 
actual forward. I don't know how to do it, but the social issues would 
probably determine that the users would be made aware of the practice. 
[Previous employer I worked for made everyone aware of the policy and 
gave them the chance to not use the facilities if they didn't agree with it]
