[H-GEN] Replacement for CSIRO NTP Servers

I just noticed that my NTP client is no longer syncing.  It turns
out the reason is CSIRO shut down their NTP time servers.  When
they are brought back up they will be a paid for service.   This
is bad news to, as it means my servers' time is now drifting.

I like to hear any gossip of who made the device that lead to
the shut down of the service.

I tried looking for alternate servers here, but I could not find
any working ones that say they service Australia.  I was looking
here:

Q1: Does anybody know of a public NTP services that don't mind
    somebody from Australia using them?

Q2: An alternate is to set up my own service using a GPS receiver.
    Has anybody done this?  Can anybody recommend a cheap GPS
    receiver that works well with ntpd?  It would need an external
    aerial.
