Request Tracker (latest version is RT3) is a sophisticated job tracking
system but lacks billing functions (unless they've been added very

I'm also looking at a system called GCDB (http://gcdb.sourceforge.net)
which is reporedly a billing system with job tracking interface.  I found
numerous examples of this on SourceForge recently but GCDB seemed to be
one of the most complete.
