I'll be willing to admit that newer monitors are doing more safety checking
to avoid damage, but that doesn't explain the long delays, or the fact that
the delays are getting longer.  How long does it take to check a dozen
modeline parameters?

If modelines where being checked, wouldn't they also be checked when you
use the on screen menu of modern monitors to change size and position?  If
so, no monitor manufacturer in their right mind would make a four second
delay during each change.  On screen menus make it obvious that there is
some CPU in the monitor that could check it's modelines in a fraction of a
second B-).
