Last post before I waste too much bandwidth and lose some necessary
beauty sleep. After posting bugs at bugs,debian.org and bugs.samba.org I
decided to reinstall the debs and try changing 

printcap = cups
to
printcap = /etc/printcap.cups

Voila, problem solved

While filing the bug report it was the act of mentioning having to use
/etc/printcap.cups in the non cups enabled samba that drove me to try
it.

Two important points have come out of this:

1. It's amazing when your looking for something how it appears in the
last place you look.
2. The importance of submitting bugs.
