[H-GEN] Cannot bind to lpd port 515

I recently upgraded my system from a Celeron 433 to an Athlon 800. In
the process I had to reinstall RH8. Since doing so I have not been able
to successfully install my Epson LQ-1170. Whenever I try starting lpd I
get "Cannot bind to lpd port '515'". I have tried installing it using
redhat-printer-config doing the same thing I did before the upgrade. If
I delete the entry in the configurator lpd starts without complaint. I
can push raw text out through the printer port using "cat text.txt > 
/dev/lp0" so the parallel port appears to be working OK. The printcap
entry written in by redhat-printer-config is:
