Ask your ISP.

NTP is designed to be a multi-tier protocol.   The top-level servers
are already overloaded enough.

For the purposes of keeping your clock within half a second or so 
of the "correct" time, being syncing off a low-tier server is no big
deal.

So just sync off your nearest server (probably your ISP or their
next-tier provider).

(Personally, I use ntp.optusnet.com.au, since optus provide my home
connectivity)
