So you want to convert .avi files to Video-CD? What's your orginal
source format? files off the 'net? DVD? Home video?
There are tools to handle all those chores in linux. I tend to stick
to command-line tools (mostly mencoder, transcode, and ffmpeg), but if
you're after a GUI converter, a quick freshmeat search indicates that
"gtranscode" may suit your needs (except if the source medium is dvd,
in which case check out "dvd::rip" which is very cool piece of
software for crunching DVD movies down to CD-size[1]).

[1] I even have a legitimate application. :-) Childrens videos tend to be
very short, sometimes only 30 minutes long...being able to combine
several onto one disk is a godsend when you have child who goes
berserk every time her favourite video ends, and doesn't cope with "I
just have to {change disk, rewind this one} and then we'll have another
episode".
