Not sure about the first question(I have a pet hate for RPM'S), but I do use
a program called rpm2tgz on my Gentoo system that I use regularly to
deconstruct RPM's(it turns them to a .tgz, if you hadn't guessed), I'm not
sure whether it's available elsewhere or if the Gentoo team wrote it but
knowing it exists might help you.
