--exclude maybe an option of interest. Easier to 
"tar -c --exclude /proc -f - /*" than to manually list all directories
you want.

Dump and restore is an excellent combo for doing this sort of thing,
but be aware that there are caveats that could bite you in rare
circumstances under Linux[1]. Always compare the two file systems for
differences in the data. cmp(1) and md5sum(1) are two easy ways of
comparing files.

[1] I don't have a reference handy, but Linus posted a list of
situations where he thought dump could lose data for you.
